For more than 4 decades CPP-NPA-NDF did nothing but MASSACRE, ARSON, EXTORTION, DECEPTION and many more HUMAN RIGHTS VIOLATIONS.
Apat (4) na landmine ang nilatag ng rebeldeng grupong New People’s Army (NPA) sa kahabaan ng kalsada ng Purok San Jose, Maligaya, Columbio, Sultan Kudarat. Ito ay nadiskubre ng mga sundalo ng 39th Infantry Battalion at CAFGU ng 72nd IB dakong 5:30 ng umaga noong March 11, 2015 habang nagpapatrol sila sa naturang lugar. Nadiskubre ang mga landmine na ito dahil sa impormasyong ibinigay ng mga residente sa lugar.
Pinasalamatan ni EastMinCom commander LTGEN Aurelio B. Baladad ang mga residente dahil sa kanilang suporta at tulong sa ating mga sundalo.
“We recognize the support of the stakeholders, especially in giving information that helped our troops in preventing more NPA atrocities,” ayon kay LTGEN Baladad.
Ang paggamit ng landmine lalo na sa mga sibilyan at sa komunidad ay isang klarong paglabag sa Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Napagkasunduan ng gobyerno at rebeldeng NPA na itigil na ang paggamit ng landmine. Nilagdaan ito ng gobyerno at rebeldeng NPA noong August 7, 1998 sa pamamagitan ng CARHRIHL.
Pero bakit patuloy parin ang paggamit ng landmine ng mga rebeldeng NPA? Hindi ba napagkasunduan na ito ng ating gobyerno at ng rebeldeng NPA na itigil na ang paggamit ng landmine lalo na sa mga sibilyan at komunidad?
Nangangahulugan lang na hindi mapagkakatiwalaan ang rebeldeng grupong ito na walang ginawa kundi ang manggulo at inilagay pa nila sa panganib ang buhay ng mga sibilyan na naninirahan sa lugar na iyon. Paano kung sumabog yung landmine na iyon at may madamay na sibilyan? Hihingi na lang sila ng SORRY?.
Isang halimbawa ng tahasang paglabag ay ang ginawa nilang pagpapasabog ng landmine sa isang mobile patrol ng pulisya noong March 8, 2015 na ikinasugat ng dalawang pulis at isang sibilyan.
Ang rason ng rebeldeng grupong ito ay nakatulog daw ang operator ng landmine at aksidenteng napindot ang firing device at tyempong natamaan ang mobile patrol na napadaan sa Sitio New Calinan, Brgy. Salumay, Marilog District.
Papunta sana ang mobile patrol na ito sa Sitio Maharlika, Brgy. Baganihan, Marilog District upang magsagawa ng traffic investigation sa delivery panel na natumba sa nasabing lugar.
Kung kayo ang tatanungin, makakatulog ka ba kung ikaw ay naghahanda para sa isang ambush at ikaw ang operator ng firing device sa landmine na gagamiting pampasabog sa ambush? Ang galing naman ng pagsabog ng landmine at tyempong sa dumadaang mobile patrol ng pulis pa ito sumabog? Ang gagaling talagang gumawa ng kwento ng walang kwentang grupong ito. Akala nila siguro ay maloloko nila ang tao.
Nagkasundo na ang rebeldeng NPA at si Mayor Rodrigo Duterte ng Davao City bago pa man mangyari ang pagsabog nito na huwag sasaktan ang mga pulis sapagkat ang pulis ay mahalaga sa pagsugpo sa krimen sa Davao City. Ginagawa lang nila ang kanilang trabaho. Pero ano ang ginawa ng grupong ito? Sumira nanaman sa kasunduan at pagkatapos ng ginawa nilang pagbabasabog na ikinasugat ng dalawang pulis at isang sibilyan humingi lang ng SORRY!
Sapat na ba ang sorry lang? Sa tuwing gagawa sila ng krimen at may nadadamay na sibilyan sapat na ba ang sorry lang? Mababayaran ba ng sorry ang gastos sa pagpapagamot ng mga biktima? Kung may namatay sa pagsabog na iyon mababalik ba ng sorry ang buhay ng namatay?
Paniniwalaan mo ba ang NPA na walang isang salita at manloloko? Maniniwala ka ba sa rebeldeng grupong NPA na walang ginawa kundi manggulo?
Dapat itigil na ng rebeldeng grupong NPA ang paggamit ng landmine. Dapat itigil na rin ng rebeldeng grupong ito ang panloloko sa tao. Dapat itigil na rin nila ang kanilang walang kabuluhang armadong pakikibaka na ayon sa kanila ay para sa pagkamit ng kapayapaan. Kasinungalingang maituturing ang paggamit ng karahasan upang makamit ang kapayapaan. Hindi sagot sa minimithing kapayapaan ang pagkitil sa mga inosenteng sibilyan gamit ang landmines at pagsunog sa mga sasakyan.
As we continue to face life and converse with people from different walks of life, it is but fitting to put into words and share such intense emotions and questions that are lingering from a concerned Filipino.. He never lose track of the significant events that continue to affect not only our daily lives but the whole nation as well..this might picture an individual’s feelings but may also be of an entirety of a group of people with a common understanding and perspective:
I would like to ask the public if the recent attack of New People’s Army which left (7) burned cargo trucks and millions worth properties damaged is a work of people fighting for the right ideology. Is it not the work of bandits?
Army is a group of trained people who serves the country in times of war and in peace, while bandits are group of people who robs and takes unfair advantage to people. With these definitions, where NPA would fall under? Are they really an army who serves the country or bandits who takes unfair advantages to the people who, they claim they are serving?
In my own point of view, the NPA has ideology but derailed. They exist to fight, but to fight for wrong reason. They are not what supposedly their name means, and that they are not the New People’s Army.
It is an open knowledge that the NPA are in agreement the government through Human Rights and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). But what they did to those cargo trucks is a clear and direct violation to CARHRIHL.
Should we trust these people who enters into agreement and later on violates it? And should we call them an Army or bandits? If they are Army, can they be considered as army of the poor? Maybe yes, because they do not have anything that is why they took with them goods that are not theirs. But is it what Army does? Maybe no, because what they did is an act of bandits.
For me, they should vanish and be terminated because they do not have significance to our society and people. They only offer fear. Clearly, they are more of a bandit who robs other people belongings rather than an Army. They hate progress; they see development as threat to their existence. They break laws and they are like demons who want nothing but crime.
I hope that time will come that these NPA will vanish from this country to let the people live, breathe and move peacefully without any selfish interventions.
To all NPA members out there who are still dreaming to live life peacefully, it is not too late to surrender. Life is better without fear. Life is much better without the NPA. As Ralph Waldo said, “The real and lasting victories are those of peace, and not of war.
Since time immemorial the Indigenous People had toiled the lands of Mindanao long before other claimants had arrived. They had peacefully practiced their customs and had lived as one with nature, however all those idyllic existence was long before the interference of outside forces. These forces had seen the limitless potential of their domains, abundant resources in both nature and manpower. These forces has enrouched IP communities like pestilence. The most prominent of these forces is the CPP-NPA-NDF.
The NPAs saw the advantage of encroaching the IP domains as an ideal area to build their mass bases. The simplistic nature of our Lumad brothers were also one of the key characteristics that the NPA used to gain the upper hand. For the NPAs, the obtuse minds of the IPs are ripe for coaxing. They had filled their minds with Communist doctrine and filled their belief with the alleged incompetence and false injustices of the government. For a time, the CPP-NPA-NDF has found a source of manpower that accepts their insinuations with acquiescence, the Lumads will do their bidding with a dose agitation and false promises, with 70 percent of the total recruits of NPAs are from the IP sector. Truly they had become the NPA’s go-to for manpower resource.
For a time, the NPAs had enjoyed no opposition from their favored recruits, it was until the IP leaders and its members started to stood-up to combat the exploitation. However this opposition is not without bloodshed, as the NPAs are known for their remorseless killings all for the service of their inutile principles. Had murdered vocal and fearless IP leaders who stood up for their brethren. They had made a grim example to those who wish to express their disapproval.
The Eastern Mindanao Command is sympathetic to this plight which became its motivation to launch its IP Engagement Framework. This effort is supported by the Office of the Presidential Adviser on Peace Process. It is this framework’s thrust to alleviate the IPs plight by bringing it to the mainstream attention. This advocacy is not limited to information support, its end goal is to bring the IP concerns closer to local government agencies and units in order to expedite the providence of solutions and delivery of essential services.
A series of Indigenous People Regional Forum was organized by EastMinCom in partnership with OPAPP and in coordination with various LGUs, LGAs, NGOs and like-minded organization. This effort was kick-started through a prelude forum on 29 October 2014 at TESDA Region XI, Davao City and December 5 to 6, 2014 in Butuan City Hall. But before the actual activity, IP leaders were made to form a multi-coalition Technical Working Group (TWG) in order to discuss the implementing guidelines of the AFP-IP Framework and the formulation of the Campaign Plans in engaging the issues and concerns of the IPs in Region XI and CARAGA.
The framework created by this TWG is divided under the following recommendations; Indigenous Political Structure, Economic and Development, Security, Quick Reaction Team and Ancestral Domain. After a unanimous agreement between the members of the TWG, these framework were presented during the actual forum with corresponding representatives from government agencies who will listen to the enumerated concerns and will provide responses to the concerns. Moreover the presented concerns will be recorded by LGA-LGU representatives in order for them to conduct an actual and sustainable response. At the end of every of the two forum, a written memorandum and manifesto was generated that outlines the solutions needed in order to address the pressing IP issues.
The participants are well aware that these outlined resolution would entail a lot of work and a coalition of united organizations will be able to make it possible. The IP has long suffered the alienation of their rights from their very own lands, they had fought their battles against the oppressive NPA, but through the concerted efforts of the combined forces of the government agencies they will never have to face this battle alone.
Indigenous People’s Mandated Representative of Talaingod Datu Lumansad Sibugan stressed that the Indigenous People are not against progress, contrary to what the NPAs and their progressive organization would like the mainstream society would like to believe. “Buot namo matukuran ug kalsada padulong sa among lugar, ug mga eskwelahan para makakat-on kami” (We wished that roads will be built leading to our areas as well as schools in order for us to learn) Datu Sibugan said. Sibugan also stressed that during the Talaingod Evacuation last 2014 due to the alleged intensified military operation, the left-leaning/ progressive organizations did not conduct any form of coordination with the IP chieftain and LGU leaders. “Kung ang tawag ninyo sa mga igsoon namong lumad ato kay bakwit, ang tinuod nga tawag ato kay dinakpan!” (If you refer to our lumad brothers as evacuees, we the lumads, truly refer to them as captives). Datu Sibugan lamented the organizers of the evacuation disrespected the lumad tradition of whisking the IPs from their peaceful domain in to be evacuated to the city of Davao to be paraded by progressive groups to protest rallies, to exaggerate the perceived violence against the IPs.
The exploitation of the IPs for the benefit of furthering the deceitful propaganda of the progressive groups is not an entirely new concept as they have utilized this modus in concert with the NPA immersion to IP domains. It appears that these organizations are not done with this agenda as they are at it again with the recent displacement of Banwaons in San Luis, Agusan del Sur.
Today, the IP leadership are coming together to combat the CNN explotiation, they are well aware that the battle will be arduous, but they will somehow rest knowing that Eastern Mindanao Command is also fighting the battle with them.
