MONKAYO COMPOSTELA VALLEY PROVINCE; CONFLICT – MANAGEABLE DEVELOPMENT-READY AREA MONKAYO, COMPOSTELA VALLEY PROVINCE – Another milestone in the history of Monkayo, CVP unfolds as the Municipality is declared as Conflict-Manageable Development-Ready Area on April 13, 2016.
A ceremonial signing of the memorandum of understanding was held at the Municipal Hall of Monkayo, CVP, between the Municipal Government of Monkayo represented by its Municipal Mayor, Hon. Joselito B. Brillantes and the Philippine army represented by Lt. Col Ismael P Mandanas Jr, Commanding Officer of 25th Infantry Battalion. The activity was witnessed by twenty one Barangay Captains of Monkayo, Sangguniang Bayan Council members, Provincial Government of Comval, DILG, Military and PNP units.
This was the result of the continuous consultation and coordination between the AFP and the Municipal Government of Monkayo.
The 25IB now handed-over the Internal Security Effort in Monkayo to the Municipal Peace and Order Council (MPOC) in order for the local Government to take the lead role in the attainment of the goals and objectives embodied in the Internal Peace and Security Plan.
The Municipal Government of Monkayo and 25IB both agree that the intent of the hand-over is to build confidence among the people and the different stakeholders in order to create an environment that is conducive to socioeconomic, cultural and spiritual development.
This MOU establishes the fact that the MPOC and the security sector recognize the need to protect the gains of the Internal Security Operations and prevent the resurgence of Communist Terrorist Influence in this Municipality.
This also signifies the willingness and commitment of the MPOC to take the lead and make a stand in ensuring that Monkayo attains its potential to the fullest for the sake of the future generation.
For so long Monkayo, suffered the stigma brought about by the perception that it is infested with Communist Terrorists or NPAs. That perception ended yesterday.
The representatives of the people of Monkayo made a stand for their children and their children’s sake. Lt. Col Mandanas said that this milestone will be etched in the history of Monkayo and the Province of ComVal as well. He added that this event will be remembered by the local folks as this will bring about the peace they have longed-for.
