With regards to the landmine that occurred in Bansalan, Davao del Sur wherein it have pained five (5) civilians due to their pursuance of their nonsense arguments against the government particularly of the military men whom which these members of the Davao del Sur Provincial Disaster Risk Reduction and Management Council (PDRRMC) are going to rescue because of the encounter that took place earlier of that same day which has wounded two (2) military officers and eleven (11) personnel who were also land mined.
What the members of the NPA have done to the innocent civilians is indeed a violation to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). Where are their so called statements that they adhere on the protection and empowerment of the human rights? It seems like that they are contradicting their self-proclaimed endeavor of being an advocate and commitment in the fortification of the rights of every civilian.
These volunteers were basically set to help those wounded soldiers but instead of them rendering their service to our military men, what happened next was ridiculous since unfortunately it were them who needs rescue now. Ironically, they are the group of people who were claiming that their advocacies are centered in the protection of human rights but now it is your time to decide and by that we won’t dictate you whom do you believe. The decision is now yours. Is it with the government who by all chance does everything they can to protect your sacred rights or with these rebels who are also doing everything they can to destroy and create damage not only to establishments and properties but also to lives of whoever they want as the target.
Their own desperate moves depicts that they were only after their evil desires not minding how much harm these would cause to those innocent civilians. By these, their notorious actions only proves how far enough they can go just to materialize their selfish desires even to the extent of violating the sacred rights of each individual.
Five volunteers of the PDRRMC of Davao del Sur were hurt in NPA landmine blast on board ambulance while traversing along vicinity Sitio Tower, Brgy. Managa, Bansalan, Davao del Sur at around 7:30 pm March 2. The explosion resulted to the wounding of Henaro Dumayas, Alberto Cabual Jr., Arnel Generoso, Jun Dumayas and Bonita dela Cruz. The PDRRMC ambulance was heavily damaged from a landmine blast.
The rescue team convoy of 3 ambulances led by Philippine Red Cross Davao Chapter Winston Malinao were supposed to pick up and evacuate the wounded soldiers of 39th Infantry Battalion who encountered the extortion unit of NPA in Brgy. Managa, Bansalan early morning. Civilian reports revealed that the NPA brought with them 4 dead members and several wounded from the encounters.
Civilian reports pointed to Secretary of the Southern Mindanao Regional Committee of the CPP/NPA led by Menandro Villanueva Alias Nelson, Roberto Rosete Alias Bobby who ordered the landmining of ambulance.
It can be recalled that from 2010 up to this date, a total of 460 NPA landmines exploded where 128 people were killed, 340 wounded and destroyed many civilian properties and government facilities in Eastern Mindanao.
Meanwhile, on December 11, 2013, 163 pieces of landmines were recovered by the government troops in in Sitio Mampait, Brgy Kauswagan, Loreto, Agusan del Sur while on January 19, 2014, 44 pieces of NPA landmines were recovered by the soldiers of 1003rd Infantry Brigade in Sitio Mampait, Brgy. Mansanitas, Agusan del Sur.
On February 13, 2011, the NPA landmined the civilians in Maco, Compostela Valley Province while on their way back to Brgy. Libay-Libay after attending a peace rally that resulted to the death of 3 civilians. Likewise, on September 5, 2012, the NPA led by Alias Ryan son of Leonardo Pitao Alias Parago lobbed a grenade at a basketball court in Brgy. Fatima, Paquibato District wounding 55 civilians, 13 of which are minors.
The Team EASTMINCOM joined the people in condemning the desperate attack by the NPA who continue to sow violence in rural areas. The use of landmine is prohibited to prevent damages to civilians and civilian properties, a gross violation to the CARHRIHL.
EASTMINCOM Commander Lt. Gen. Ricardo Rainier G. Cruz III directed military commanders in the area to pursue operations against the perpetrators with the local PNP in view of ending NPA’s barbaric attack to civilians. Earlier he said that the NDF wants to talk about peace with the government but they still continue to manufacture weapon of mass destruction, it is now clear that they are not sincere about peace after all. “We call on various human rights group to investigate this incident. We appeal to the peace-loving community to join us in bringing lasting peace in the region.”. Lt. Gen. Cruz said
